Distinguished lawyer mainly in the area of the business sector, serves as counsel for national and international clients in the implementation of sophisticated investment projects; negotiation and execution of contracts involving public or private entities; distribution or franchise relations; processes for the creation and restructuring of companies, acquisitions, mergers and joint ventures, transactions in general and counseling on Dominican legislation, including without limitation, corporate, energy matters, distribution, competition, labor and social security, financial, real-state, trusts and estate planning matters, among others.
On November 2014, she was elected by consensus as the sole representative of the private sector in the Technical Support Committee created by the Decree No. 389-14 on the Pact for the Reform of the Electricity Sector, which is to design the methodology and guidelines for conducting such an important Covenant.
On October 2013, she was appointed by President Danilo Medina as a member of the Special Commission to Review and Update the Dominican Republic Labor Code as the only jurist representative of the business sector, working intensely with the other five members of the Commission in discussing and drafting the proposal to amend the Code, which is currently being discussed in a tripartite dialogue between the labor, business and governmental sectors.
Dr. Vicens has actively participated in the drafting and revision of the most important legal reforms enacted in the past years due to her outstanding participation in the leading business associations. These include: New Constitution of the Dominican Republic approved on January 26, 2010, the General Electricity Law and its Regulations, as amended, Multiple amendments to the Tax Code and many of its complementary rules, the Social Security Law and rules complementary to the Consumer Protection Law, Mortgage Law, Market Development and Trust Law, Antitrust Law, Environment and Natural Resources Law and its complementary regulations, The Competitiveness and Industrial Innovation Law, Amendments to the Free Zones Law, among others. Permanently involved in the discussion of new regulations and amendments to existing laws as representative of the Dominican business leaders, which allows her to remain updated and informed on all that happens in the Dominican legal framework.
Likewise, she has been linked to the discussion and approval of the most important commercial treaties signed by the Dominican Republic, such as DR-CAFTA with the United States of America, the Economic Partnership Agreement (EPA) between the European Union (EU) and Member States of the Caribbean Community (CARICOM) and the Dominican Republic, the Free Trade Agreement with Central America; as well as monitoring their implementation.
She has also distinguished herself as a columnist, and publishes uninterruptedly since 2004 a weekly column in the journal El Caribe , reproduced by daily journal Acento, where she approaches current institutional, economic and political issues.
She has served as speaker and panelist at numerous seminars, conferences, forums, national and international congresses, in multiple areas of the law, such as Energy and Hydrocarbons, Trusts, Labor Law and Social Security, Consumer Rights, among others. Likewise, as a business leader Marisol has had the opportunity to be guest speaker, panelist or private sector representative in multiple summits, forums, seminars, etc.
