Regina is partner of the Energy and Infrastructure area of RGRH. She specializes in structuring all types of energy and natural resources infrastructure projects in Mexico and assisting transnational companies in the energy (conventional and renewable), gas, pipeline, transmission, and water sectors. She has vast experience with regards to the energy reform, power auctions, and the drafting, negotiation, and administration of power purchase agreements in both, under Power Supply and Self-supply schemes (PPA), Engineering, Procurement and Construction contracts (EPC), Operation and Maintenance contracts (O&M), and Financed Public Works (OPF), as well as in project financing and due diligence of energy and infrastructure projects, including those grandfathered from previous legislations and matters related to corporate, agrarian, tax, regulatory, and contractual law.
Her expertise also comprises matters related to public-private partnerships and public tenders, including the drafting and negotiation of all documents in the bidding process such as consortium agreements, letters of credit, financial capabilities, experience, affidavits, and financing. She is a graduate from Escuela Libre de Derecho, magna cum laude, and has an LL. M. from Northwestern University Pritzker School of Law with special focus to energy and infrastructure.
She is an active member of the Mexican Academy of Energy Law and the Women’s Law Network.
